This program provides for GWA supplied NSF 53 or NSF 401 certified POE water filtration systems or reimbursement for qualifying customer-purchased NSF 53 or NSF 401 POE or POU filtration systems to reduce the concentration of dieldrin in supplied water until the GWA’s permanent Granular Activated Carbon (GAC) treatment system is operational at GWA facilities serving the Yigo/Santa Rosa area affected by the GWA Do Not Drink Without Treatment Advisory issued on September 12, 2025.
The program will end after GWA’s permanent treatment system installed at the affected well is operational and Guam EPA agrees that proper treatment has been achieved and lifts the Do Not Drink Without Treatment Advisory.
Part A – If You Already Bought Your Own Filter (Reimbursement)
Q: Who can apply for reimbursement?
A: If you are a GWA customer affected by Guam EPA’s Interim Action Level for dieldrin in the affected Yigo/Santa Rosa service area identified in the GWA Do Not Drink Without Treatment Advisory, you may apply. One POE will be reimbursed per customer account. A combination of POUs (e.g., pitcher(s), under sink filter) and replacement filters will be reimbursed. Reimbursement will be up to the combined maximum limit of $3,300.00** (**cap amount is subject to change pending final procurement procedures).
Q: What type of POE / POU filtration system qualifies?
A: Only POE / POU filtration systems certified under NSF 53 or NSF 401 are eligible. Customers must provide the original product documentation as proof that the unit(s) meet the requirements.
Q: What documents do I need?
A: - Documents needed:
Itemized receipt (dated after September 12, 2025)
Proof of NSF 53 or NSF 401 certification (original product documentation/specifications)
Photo of installed unit (if required) for POE and for POU devices over $250.00
Installation invoice (if applicable)
Q: How much will I be reimbursed?
A: Maximum reimbursement under this program, to include replacement filters is $3,300.00.
Q: How do I submit my claim?
A: - You can submit your application form the using the following methods:

Q: When is the program deadline?
A: All claims must be submitted within 30-days of the date GWA’s permanent treatment system is commissioned. This date will be announced at www.guamwatersafety.com.
Q: How will I receive payment?
A: Reimbursement will be issued either by check or credit to your GWA account, at your option.
Q: How long does processing take?
A: Once your claim is reviewed and approved, payment or credit will be processed within ten (10) business days.
Part B – If You Want a GWA-Supplied Filter System (POE)
Q: Who can get a free POE filtration system?
A: If you are a GWA customer affected by Guam EPA’s Interim Action Level for dieldrin in the affected Yigo/Santa Rosa service area identified in the GWA Do Not Drink Without Treatment Advisory, you are eligible to receive one certified POE system per premise.

A: Fill out the Direct Supply Request Form and submit it:

Q: What happens after I apply?
A: - After receiving your application:
GWA verifies you are in the affected area
GWA assesses your location
GWA issues a work order, if needed, to prepare for installation by installing ‘piping’ after the meter
The vendor contacts you to schedule installation
The vendor installs the system and submits documentation
Q: Do I need to sign anything?
A: Yes. If it is determined that a GWA supplied POE filtration system can be installed at your premise, you must acknowledge the program terms on the application form confirming your responsibility for safeguarding the system, GWA and Vendor’s access to your premise for POE filtration system installation, maintenance or water sampling. At the time of application, you must choose an option to keep or remove the POE unit at program end.
Q: Who pays for POE system filter replacements?
A: GWA pays and installs POE system filter replacements, if required, based on manufacturer specifications until GWA’s permanent treatment system is operational.
Q: What if I already received reimbursement?
A: If you received reimbursement for POU treatment systems you purchased after September 12, 2025, and also request a GWA-supplied POE unit, GWA will evaluate on a case by case basis, whether any amount reimbursed may have to be recaptured through repayment or charged to your GWA water account once the POE unit is installed.
Q: What happens when the GWA permanent treatment system is ready?
A: The temporary POE program ends once Guam EPA lifts the Do Not Drink Without Treatment Advisory and GWA’s permanent treatment system for this area is commissioned. You must choose to keep the system (ownership transfers to you) or return it (GWA removes it at no cost).
Q: How will I confirm my choice?
A: You must choose an option at the time you apply to receive a GWA-supplied POE filtration system. If you keep the system, you must sign a short form transferring responsibility.
